Federal Law No. (2) of 2025 Amending Certain Federal Laws We, Mohammed bin Zayed Al Nahyan, President of the United Arab Emirates, − Having reviewed the Constitution; − Federal Law No. (1) of 1972 Regarding the Competences of Ministries and the Powers of Ministers, as amended; − Federal Law No. (39) of 1992 Regarding the Production, Importation, and Circulation of Fertilizers, Soil Amendments and Nutrients; − Federal Law No. (9) of 2017 Regarding Veterinary Products; − Federal Law No. (9) of 2020 Regarding the Biosafety of Genetically-Modified Organisms and their Products; − Federal Law No. (10) of 2020 Regarding Pesticides; − Federal Decree-Law No. (28) of 2023, Establishing the Emirates Drug Establishment; and − Based on the proposal of the Board Chairman of the Emirates Drug Establishment, and the approval thereof by the Cabinet and the Federal National Council, and the ratification thereof by the Federal Supreme Council, Hereby enact the following Law: Article (1) Environment” shall be replaced by the expression “Emirates Drug Establishment”; the word “Ministry” shall be replaced by the word “Establishment”; the expressions “Minister of Agriculture and Fisheries” and “Minister of Climate Change and Environment” shall be replaced by the expression “Chairman of the Establishment”; and the word “Minister” shall be replaced by the word “Chairman”, wherever they appear in in the following federal Decree-Laws and in any resolution issued in pursuance thereof: 1. Federal Law No. (39) of 1992 Regarding the Production, Importation, and Circulation of Fertilizers, Soil Amendments and Nutrients; 2. Federal Law No. (9) of 2017 Regarding Veterinary Products; 3. Federal Law No. (9) of 2020 Regarding the Biosafety of Genetically-Modified Organisms and their Products; and 4. Federal Law No. (10) of 2020 Regarding Pesticides. Article (2) 1. The definition of “Competent Department” used in Article (1) of Federal Law No. (39) of 1992, referred to hereinabove, shall be replaced by the following definition: “Competent Department: The competent organizational unit of the Establishment.” 2. The definition of “Agent” used in Article (1) of Federal Law No. (39) of 1992, referred to hereinabove, shall hereby be repealed. Article (3) Any provision in conflict with, or repugnant to, the provisions of this Law shall hereby be repealed. Article (4) This Law shall be published in the Official Gazette, and shall enter into force as of the date of its publication.
