Dubai master communities operate under Law 6 of 2019 (Joint Ownership of Real Property) and the Directions issued by RERA. The master developer registers a Master Community Declaration with DLD, which sits above the building-level JOPOA / OA structures.

The DIFC has its own strata regime, distinct from the onshore Dubai regime, governed by Strata Title Law 5/2007 and the DIFC's equivalent of RERA. The DIFC Court has jurisdiction over strata disputes within the DIFC, and the regime is separate from the Dubai Land Department (DLD) and RERA. This means that owners and developers in the DIFC must comply with the DIFC's specific strata laws and regulations.
